Seal Beach is a small, compact city with two very different residential areas. The Old Town neighborhood near Main Street and the Seal Beach Pier is the older part of the city - homes here were built mostly between the 1940s and 1970s on small lots with short driveways and detached garages. After 50 to 70 years of salt air, UV exposure, and winter rain cycles, the driveways and concrete flatwork in Old Town are frequently in need of serious attention. The sandy or fill soils common near the beach and bay in this part of the city also drain quickly but can shift over time, which affects how asphalt bases settle and hold. Any contractor working here needs to understand these soil conditions and account for them when setting or replacing a base.

Leisure World, the large gated retirement community in the eastern part of Seal Beach, operates under its own access and contractor approval process. Properties there are typically newer than Old Town and include condos, co-ops, and attached units rather than detached single-family homes. Pavement needs in Leisure World tend to center on shared driveways, parking areas, and pathways that serve multiple units. Most of Seal Beach's land area is occupied by the Naval Weapons Station Seal Beach, an active military base that keeps the city's developed footprint compact and well-defined. Pacific Coast Highway runs along the coastal edge and connects Seal Beach to its neighbors - Long Beach to the north and Huntington Beach to the south. Seal Beach Boulevard is the main inland street, running north toward the 405 Freeway.
